The Universal Healthcare is also known as Universal health coverage which means all people that have a Health Insurance in the Philippines can get any health care services that they need, the main goal of PhilHealth is to ensure a sustainable national health insurance program for all. Universal Healthcare (UHC) ensures that every Filipino, regardless of his ability to pay and health condition, shall receive quality, accessible, effective and equitable health care services. It generally creates a higher quality of living for citizens.
One of the remarkable speech of Pres. Rodrigo Duterte that he wants to pass all the bills of the Congress, and one of those bills is the Universal Health Care Program, most of the senators are very grateful because president duterte is in favor to the Bills that they supported.
The chairman of committee health, Sen. JV Ejercito wants to ensure that all hospital here in the Philippines will be in good conditions. Knowing that some hospitals are overcrowded, to the point that some of the patients can’t entertain well.
“Siguro we need about one or two hearing, I want to have hearings in Visayas and Mindanao para yung mga concerns in those regions na talaga naman through the years, yung mga facilities nila and services need improvement. So I want to have hearing, one in Visayas and one in Mindanao” lamented Sen. Ejercito
It is a human right as it is guaranteed in the important law of the land and worldwide laws recognized by our country. Section 15 of Article II of the 1987 Philippine Constitution states that: “The State shall protect and promote the right to health of the people and instill health consciousness among them.
In other words, promoting this bill is needed for all living people in our country, it is a human right to feel that they are protected by the state, especially to the people who can’t afford hospital bills and medicine.
Sen. JV Ejercito wants to ensure that Filipinos, especially the poor, are given financial protection against illnesses mainly through membership with the Philippine Health Insurance (Philhealth), giving them medical benefits and minimizing their out-of-pocket expenses. The senators will work for this program in order to help the people.
“I don’t want to see anymore 200-300 percent occupancy. Nakakalungkot, patients in the corridors, patients na nasa gymnasium na improvised wards. So hopefully with the passage of this messure, we can also improve on the health facilities” a hopeful voice of Sen. Ejercito.
The necessity of DOH is P228 billion, to improve those facilities and services of the hospital, in the next 5 years DOH need to get up of that money, they need to gain P46 billion yearly but because of the capacity cut of DBM, probably they could only get P29 billion yearly.
According to Sen. Ejercito, they will talk about the needed fund on the budget season, the PhilHealth coverage status before is just 91% but now they get 100% so they believed that this bill will be passed as soon as possible.
